IAD Responds to John Miller’s Written Testimony re: SB0752

Illinois Association of the Deaf Legislative Chair Jason Altmann addresses the number of alternative facts and rumors that are floating around:

  • SB0752 should not and does not narrow the pool of applicants eligible for appointments.
  • The 9th mandate will not require additional funding or staff members to receive, coordinate and monitor complaints received; the IDHHC is already doing this and the language was added to clarify the responsibilities of the agency.
  • Center for Independent Livings (CIL) will not be adversely impacted by changes to the statute; instead, overall services provided to the community at large will be enhanced.

IDHHC’s opposition of Senate Bill 0752 is fallacious and dependent on red herrings designed to mislead members of the General Assembly. Our association has provided suggestions for true reform, ones that would position the IDHHC for long-term, sustained success.
