I support
Senate Bill #2292, Interpreter for the Deaf Licensure Act of 2006, which would
replace the Interpreters for the Deaf Act. The bill provides for the
regulations of interpreters for the deaf through licensure by the Deaf and
Hard of Hearing Commission. The bill also establishes a Board of Interpreters
to oversee the implementation of the licensure.

I support
the licensure of interpreters as it will aid deaf and hard of hearing
consumers and the professionals that serve them to ensure that any interpreter
is qualified to handle complex communications such as medical, legal, relay
services, mental health. Moreover, licensure will assure that interpreters
are held to a high level of ethical and professional conduct, or be subject to
punitive action for any violations.

I am
against amendments by medical providers. The medical profession has been
urging an amendment that encourages the use of family members and friends as
interpreters at hospitals, clinic, and other medical facilities. However, the
use of family members and friends as interpreters in any setting is already
prohibited by federal law under the Americans with Disabilities Act. In
addition, the use of fingerspelling or rudimentary sign language by doctors,
nurses and other medical staff have led to numerous problems for deaf and hard
of hearing patients.

SB 2292
would require all service providers including medical entities to provide
qualified interpreters by making sure their qualifications are measured by the
licensure law.

I fully
support SB 2292 and urge Rule Committee members to pass SB 2292 out of
committee. I hope that the Illinois House of Representative pass this bill
into law to meet the needs of the deaf and hard of hearing community.
